Is it necessary that the seedling should be planted in Bonsai pots?

No. Seedling can be planted in nursery bags. It can be transplanted to Bonsai pots after 2-3 years.

Please remember that there are no such seeds like "Bonsai seeds". 
Bonsai's are created from normal tree seeds which are found near you. Bonsai trees grow very slowly from seed. So select seedlings suitable to the climate in your part of the world. Depending on the species, you may have to wait months for the seed to germinate and it takes a period of nearly three years to be called as a tree. So it is a matter of patience and dedication.
